What Is Cookiebot? A Hosted CMP Priced by Subpages
By Joris van Huët · Cookiebot by Usercentrics's own site
The short answer: on one domain under 50 subpages, Cookiebot's Free plan already sends Google Consent Mode signals and keeps a consent log; above that, the scanner assigns a Premium tier by page count, from Lite at €7 a month per domain to Extra Large at €90 (pricing page, checked on 5 November 2026). It is a hosted consent platform owned by Usercentrics, for sites off WordPress or several domains under one account.

Three sums before you add the domain:
- Count URLs as the scanner does. Any unique URL is a subpage, a subdomain is a separate domain, and the tier follows the highest count in the scan history (pricing FAQ). For example, 360 subpages is eleven over Small's ceiling of 349: Medium at €30 x 12 = €360 a year instead of €15 x 12 = €180.
- Start from the tags you already fire. Consent Mode comes with every plan; Google tags with built-in consent keep their All pages trigger, everything else waits for Cookiebot's events (implementation article).
- Pick the number that proves it works. Opt-ins per category sit in the Premium dashboard and the consent data API; note four weeks of them before touching the banner.
What Cookiebot does
The scanner crawls every HTML page a visitor can reach and stops only at forms and payment (how the scanner defines pages), from 11 static IP addresses with "Cookiebot/1.0" in the user agent (whitelisting article). Known cookies are sorted into necessary, preferences, statistics and marketing; unknown ones are listed as unclassified and stay unblocked in automatic mode (unclassified cookies). One script, uc.js with data-blockingmode="auto", runs the banner; a second renders the cookie declaration (developer documentation). The law behind it is Article 5(3) of the ePrivacy Directive: consent before anything is stored on or read from a device, unless strictly necessary (ePrivacy Directive).
The company behind it
Cookiebot was built by Cybot, founded in Denmark in 2012; the merger with Munich's Usercentrics was announced on 1 September 2021, Usercentrics taking enterprise and Cookiebot the small and mid-sized sites (press release). The parent's own CMP is metered by sessions, from 1,000 free a month to Business at €50 for 50,000 (Usercentrics pricing), and an account cannot switch between the two lines.
Who it suits, and who it does not
A marketing team with sites on Webflow, Shopify, HubSpot or a custom stack, and an agency grouping client domains under one banner setup. Less so a WordPress site with thousands of URLs, where a flat yearly licence costs less, and a company that keeps consent records on its own servers.
What it costs
Per domain and month, in EUR before VAT, from the pricing page, checked on 5 November 2026.
| Tier | Subpages on the domain | Per month |
|---|---|---|
| Free | Up to 50, one domain | €0 |
| Premium Lite | Under 50, one domain | €7 |
| Premium Small | 50 to 349, four domains minimum | €15 |
| Premium Medium | 350 to 3,499 | €30 |
| Premium Large | 3,500 to 6,999 | €50 |
| Premium Extra Large | 7,000 or more | €90 |
Daily scans cost €99 a month extra. Free keeps one language, a one-month consent expiry and manual blocking; Premium adds automatic blocking, geotargeting, IAB TCF 2.4 and CSV export. The 14-day trial needs no card, and when it ends unpaid the banner stops showing (pricing page).
Cookiebot sets the tier itself: the price follows the highest subpage count ever recorded, the step up lands at the end of the billing cycle and no setting moves a domain back down, so every orphaned campaign page the crawler finds is billed until it comes off the site (pricing FAQ).
How it compares
Rival prices were checked on 5 November 2026.
Complianz. A WordPress plugin licensed per site per year, with the records kept in your own installation.
iubenda. Pageviews per site instead of URLs; for low traffic and a high page count.
CookieYes. Pageviews per domain too: Basic at €9 a month for 100,000 (CookieYes pricing).
OneTrust. No published price, a demo first (OneTrust cookie consent).
Getting started
How to use Cookiebot puts Consent Mode v2 through Tag Manager and checks the signals before the trial runs out.
FAQ
Does Cookiebot scan and categorise every tracker?
Every reachable page, yes; every tracker, no. Unknown cookies are listed as unclassified until you give them a category (unclassified cookies), and pages behind a login need credentials sent through the support form (scan behind a login).
What does Cookiebot.renew() do?
It reopens the banner so a visitor can change a choice; Cookiebot.withdraw() revokes consent (developer documentation).
What happens to the data if I cancel?
Removing the script does not end the subscription, and deleting the account wipes consent logs and scan reports, so download the log first (cancellation article, consent log).
