The short answer: if nobody on the team writes code and the job is lead lists from a handful of familiar platforms, PhantomBuster's Start plan at $69 a month buys 20 hours of run time for any number of users, on automations PhantomBuster builds and maintains; if someone can read an input schema and the job spans many different websites, Apify starts free with $5 of usage a month, its Starter plan is $19 a month plus usage, and its store lists 99,597 ready-made scrapers, called Actors, that anyone may publish (PhantomBuster pricing, Apify pricing, monthly billing, checked on 26 October 2026). Choose PhantomBuster if your job is a repeatable prospecting workflow a marketer can run alone. Choose Apify if your job is data from sites no packaged tool covers, with a developer or an agent doing the wiring.

Disclosure: I may earn a commission through some links on this site. It does not change what this page says.

LinkedIn is where buyers of both tools usually start, and LinkedIn refuses both uses. Its prohibited software page does not permit crawlers, bots or extensions that scrape its website, and members who use them risk a restricted or closed account. Section 8.2 of the User Agreement also bars using information obtained from LinkedIn through third parties such as data aggregators without the owner's consent, so an Actor that needs no LinkedIn login keeps your account out of the run, not the data out of the contract. PhantomBuster's pricing FAQ says it uses no bots and bypasses no platform safeguards; that describes its design, not LinkedIn's consent. Scraped profiles are personal data too, with the duties in the GDPR section of Apollo.io vs ZoomInfo. The route inside LinkedIn's rules is free: build the list by hand in LinkedIn's own search, let an assistant draft, send yourself, as in LinkedIn outreach with AI drafts. The rest of this page concerns sources where scraping is allowed.

Size the job first:

  1. What the free tiers buy. For example, Apify's Free plan includes $5 of usage at $0.2 per compute unit, so $5 / $0.2 = 25 compute units a month; PhantomBuster's trial runs 2 hours of automations for 14 days but caps exports at 10 rows (Apify pricing, PhantomBuster pricing). One judges cost, the other judges data quality.
  2. Who on the team reads JSON. Apify Actors take an input you configure and return a dataset; the store documentation tells you to estimate cost by running an Actor on a small scope first. PhantomBuster sells ready-made chains of automations, which it calls workflows, for people who would rather not.
  3. Fifty rows from an allowed source. Pick a source you may scrape, such as company websites or a public directory, and run 50 rows through each. Count the rows with the fields you need and the runs that failed. That is the number to compare, not the size of either catalogue.

A product, or a marketplace

PhantomBuster is one company's product. Each Phantom performs one task, such as extracting profiles or exporting leads to a CRM, and workflows chain them for a goal, per the pricing FAQ. It runs in the cloud and sends results to HubSpot or through n8n, Zapier and Make.

Apify is a platform with a store on top. Anyone may publish an Actor and charge for it, and each Actor's page sets its own pricing model: pay per event, pay per usage, or both (store documentation). The width is the appeal. The cost is that each Actor is only as maintained as its author keeps it, which is why the documentation describes an under-maintenance label, an issues tab per Actor and a search for similar Actors when one stops working.

Monthly billing in USD, checked on 26 October 2026 on the PhantomBuster pricing page and the Apify pricing page; the Apify cells above a plan price are worked examples of the same plan plus pay-as-you-go usage. PhantomBuster's annual billing lowers Start to $56 a month, charged as $672 a year; Apify's annual billing takes 10% off.

One agent step: research accounts from their own websites

Apify's MCP server lets you name the Actors an assistant may use in the server address, and it leaves out full-permission Actors on purpose, since running one is a decision its MCP documentation says you approve personally. Give Claude a whitelist of one crawler, then a list of 40 target company domains from your CRM, and ask for a one-paragraph summary of each company's offer and recent news from its own site. A person reads the summaries before anything is written to the CRM, and a summary that cites nothing from the site is thrown away.

PhantomBuster's MCP server does the same kind of job inside its product: it can launch a Phantom, pull the results and build a filtered lead list, always within the one workspace you chose when connecting. The same human read applies before a list leaves it.

Free first

Both free tiers answer point 3 at no cost, on a source you may scrape. Run the 50 rows on each before any card goes in.

Then read Apify's ladder for what it rewards. The Free plan has no store discount and the bronze, silver and gold discounts start at Starter, Scale and Business (Apify pricing), so the lower per-event price on a popular Actor is sold as a reason to subscribe. Work out the monthly usage before the discount decides the plan.

Choose PhantomBuster if

  • A marketer without a developer runs the workflow, and several colleagues share it.
  • You want a fixed monthly price with automations that pause rather than overspend.
  • Your sources are among the 15+ platforms it covers, and each one's terms allow the job.

Choose Apify if

  • The data sits on sites no packaged tool covers, and someone can configure an Actor.
  • You prefer to pay for usage, with a ceiling per run.
  • An agent will call scrapers directly, from a whitelist you control.

The PhantomBuster entry has the plans in full, and how to use PhantomBuster and PhantomBuster vs Dripify cover its LinkedIn side.

If the hard part is the wiring, an agent with a scraper whitelist, a CRM and a person approving in between, that is a build my agentic marketing work covers; this paragraph is the only one on the page that sells something.

FAQ

Does Apify have LinkedIn scrapers?

Its store lists LinkedIn scrapers published by independent developers, including one that says it needs no cookies or LinkedIn account (Apify Store). That keeps your login out of the run, but section 8.2 of LinkedIn's User Agreement also covers using LinkedIn data obtained through third parties.

What happens when PhantomBuster's hours run out?

Automations pause until the hours reset or you upgrade, and no overage is charged automatically, per the pricing FAQ.

Can an AI agent use both?

Yes. Both run MCP servers: PhantomBuster's on every plan, trial included, and Apify's at mcp.apify.com, where running Actors needs authentication and full-permission Actors are excluded (Apify MCP documentation).
