The short answer: a six-person agency sending 30 proposals a month from its CRM pays Better Proposals $126 a month on Premium, at $21 per user billed annually, with CRM integrations and a shared allowance of 50 sends; PandaDoc keeps pricing tables, document analytics and CRM integrations for its Business plan at $49 per user, which is $294 a month for the same six. Sources, checked on 26 October 2026: the Better Proposals pricing page and PandaDoc's plan comparison in its help centre. Choose Better Proposals when the job is getting a proposal signed and paid in one sitting. Choose PandaDoc when proposals are one document among contracts, quotes and forms, or when an EU contract needs a qualified signature.

Disclosure: I may earn a commission through some links on this site. It does not change what this page says.

Hold both against your own month:

  1. The plan that holds the features you use. For example, six people on Better Proposals Premium cost 6 x $21 = $126 a month billed annually; on PandaDoc, 6 x $19 = $114 on Starter and 6 x $49 = $294 on Business. PandaDoc's table puts pricing tables, document analytics and custom branding on Business, not Starter, so an agency that sends priced proposals compares $126 with $294, per the Better Proposals and PandaDoc plan pages checked on 26 October 2026.
  2. The proposal you already send. Both take a Word file: Better Proposals lists Word import on its plan table, and PandaDoc imports .docx files into its editor from Starter up. Rebuild last month's winning proposal in each trial and send it to yourself.
  3. Two baselines from last quarter. How many days a proposal waited for its signature, and how many signed proposals were paid within a week. Measure both again after the switch.

PandaDoc changes what you are buying. Better Proposals is proposal software that also signs and collects payment. PandaDoc is a document platform, with redlining, a quote builder, a product catalogue, forms, rooms and approval order, priced per seat and climbing by plan, and a free e-signature tier underneath it all.

Sources, read on 26 October 2026: Better Proposals pricing, sending limit and AI page; PandaDoc plan comparison, usage credits, qualified e-signature and Claude connector. PandaDoc's own pricing page could not be read on 26 October 2026, because a bot check blocked every request, so its prices here are the ones its help centre publishes.

Where they part

Counting sends against counting seats

Better Proposals counts documents sent, shared by everyone in the account, reset on the first of each month and not pro-rated; sending the same document again, to anyone, leaves the count alone, per its sending limit article. PandaDoc counts people, and meters automation instead: each document created by an automation, bulk send, form, the API, Zapier or Make uses one usage credit, per its billing article. A team that hand-sends 30 proposals never touches PandaDoc's credits. A team that generates them from CRM deals does.

The money at the moment of yes

With Stripe connected, the signature in Better Proposals leads straight into payment, and the charge can be a set sum, a percentage of the one-off fees, or the monthly fee with or without the one-off fees on top, as its Stripe guide lays out. PandaDoc lists five payment gateways on Business. Both take the deposit. Better Proposals is built around that step; PandaDoc treats it as one field among many.

Signature strength in the EU

Under the eIDAS Regulation, an electronic signature may not be refused legal effect or as evidence only because it is electronic, and only a qualified electronic signature has the equivalent effect of a handwritten one, per Article 25 of the consolidated text on EUR-Lex, read on 26 October 2026. PandaDoc sells qualified signatures on Business and Enterprise through third parties such as Evrotrust, at $5 per unique signer, per its QES article. Better Proposals' plan table lists legally binding signatures and "US and EU Legislation Compliant", without a qualified option. Ask counsel which of your contracts need that level before paying for it per signer.

The price cards on 26 October 2026

Better Proposals, per user a month on its pricing page, checked on 26 October 2026: Starter $13 billed annually or $19 monthly, with one user and 10 sends; Premium $21 or $29, unlimited users and 50 sends; Enterprise $42 or $49, unlimited sends. A 14-day trial needs no card.

PandaDoc, per user a month on its help-centre plan comparison, also checked on 26 October 2026: Free eSign $0 for 5 documents a month with 2 recipients each; Starter $19 billed annually or $35 monthly; Business $49 or $65; Enterprise by quote.

One AI step: the draft, then the person

On Premium and Enterprise, a command-line tool and an MCP server let Claude, Cursor or another MCP client work in your Better Proposals account, as its AI page explains. After a discovery call, ask the assistant to draft the client's proposal on your retainer template. It lands in Better Proposals with your branding. The account lead then checks every price line, writes the paragraph about the client's problem that no model heard on the call, and sends it. Better Proposals tells its own users to double-check the pricing above all; the app itself has no built-in writer.

Choose Better Proposals if your job is

  • Getting a service proposal read, signed and paid through one link.
  • Sending up to 50 proposals a month across any number of colleagues on one plan.
  • Seeing which sections a client read, in what order, before you follow up.

Choose PandaDoc if your job is

  • Producing contracts with redlining, quotes from a product catalogue and forms, as well as proposals.
  • Getting EU contracts signed at the qualified level, signer by signer.
  • Signing a handful of documents a month at no cost on the Free eSign plan.

Start free

PandaDoc's Free eSign plan and Better Proposals' 14-day trial cost nothing; run the same proposal through both. PandaDoc's automations look free in the trial because new accounts get a starter batch of usage credits, but its billing article says the conversion grant is one-off, 25 credits on Starter, and that recurring credits must be bought as add-ons, so the speed you get used to in the first month becomes a line item in the second. Count how many documents you would generate automatically before you build the workflow.

FAQ

Does PandaDoc's Starter plan include pricing tables?

No. Its plan comparison shows pricing tables, the quote builder and document analytics from Business upwards, checked on 26 October 2026.

What happens when Better Proposals' send allowance runs out?

The allowance resets on the first of each month and is shared between users, per its sending limit article. Enterprise removes the cap.

Can PandaDoc's Claude connector work for an EU-hosted account?

No. PandaDoc's connector article says the integration is not available for pandadoc.eu accounts; for other accounts it is free on all plans for a limited time.
